Local, tabular-archive dataset selection.

The archive’s location (archive_root, region_columns) and how a day’s rows are located within it - either layout (already day-partitioned) or file_pattern + time_column (unpartitioned, filtered by column) - are catalog-level facts, declared once for the local source kind via conf_dir (see the “Local data collections” section of the docs) - not part of this selection. This picks which catalog entry and which variables (columns) to read for a given request, like any other source.
